The Abilene Ledger

The data-center project most discussed locally is 120 miles away, in Abilene. Here is what its ledger shows — both columns.

A widely shared local discussion this week concerns Abilene, where the “Stargate” AI campus (~$3.5 billion, first phase) is about two years ahead of anything proposed in Wichita Falls. It is the closest available preview of the same decision. Below are the documented figures.

What it pays — even with an 85% abatement
Taylor County, now (2 buildings)~$4–4.5M / yr
Taylor County, at 8-building buildout (est.)~$18M / yr
City of Abilene (Oracle-cited estimate)~$30M / yr
Abilene ISD — no abatement, taxed on 100%rate fell 99.0¢ → 95.8¢

The last line has drawn little local attention: the school district never granted an abatement, is taxed on the full value, and cut its tax rate this year as that value landed. Under Texas law, the school-bond portion of those dollars is exempt from Robin Hood recapture — it flows directly to lowering what local homeowners pay.

What it costs — the cost column

The concerns raised in that thread reference documented events. Abilene's ~9,000-worker construction boom spiked rents and home prices before any tax benefit reached a single resident. Long-term jobs are projected around 1,000 — modest against the billions invested. And the operator's tenant is already challenging its appraised value, which is how projected tax revenue shrinks after the ribbon-cutting.

Both columns are documented; they are presented here at equal depth.
The Wichita Falls difference, so far

Abilene gave 85% away for ten years. Here, as of today, no data-center abatement exists on any public record: the city's posted Chapter 380 list has no data-center agreement, Skybox's deal is a land sale at $14.5M (plus $75K/acre for the next 171 acres), and Archer County voted unanimously to deny Google's abatement — meaning full freight if it builds. If that posture holds, Wichita Falls would be trying the no-abatement model that works in Cheyenne, Wyoming — where Microsoft is the city's #1 taxpayer and expanded anyway. Whether that posture holds is being decided in executive session; the city’s posted Chapter 380 list is the public record that would show a change.
